Project & Procurement Overview
The Republic of Uzbekistan has received $143 million in financing from the World Bank toward the cost of the Clean Energy for Buildings in Uzbekistan (CEBU) Project. The Ministry of Economy and Finance intends to apply part of the proceeds toward payments for Detailed Design Services.
Procurement will be conducted through a Framework Agreement (FA) with a "Closed Competition" approach. This is a two-stage process:
- Stage 1: Selection of qualified consulting firms to enter into the Framework Agreement.
- Stage 2: Call for Proposals (Mini-competitions) among FA holders for specific building packages.
Purpose of the Industry Dialogue
The Early Market Engagement (EME) aims to share the draft Terms of Reference (TOR), gather market feedback on the proposed scope, discuss technical requirements, and explain the Framework Agreement methodology to ensure a competitive and transparent process.
Minimum Technical Experience
Relevant Design Experience
Structural assessment and retrofit/strengthening design for at least five (5) public buildings or a cumulative 40,000 m².
ESF & OHS Integration
Demonstrated experience in integrating environmental, social, and OHS considerations into design assignments since January 2020 (preferably under World Bank ESF).
State Expertise Compliance
Prior State Expertise (Gosekspertiza) approvals or a binding arrangement with a local partner demonstrating recent local approvals.
